In addition to ongoing energy benchmarking legislative efforts, the State of New Mexico enacted legislation in 2014 concerning energy savings performance contracts.
The legislation calls for the formation of a group chaired by a state Energy, Minerals and Natural Resources Department representative to conduct a study and make recommendations concerning the expertise, personnel and funding resources required to expand and optimize the Public Facility Energy Efficiency and Water Conservation Act and the Energy Efficiency and Renewable Energy Bonding Act. It also directs the group to examine successful energy cost- and water-saving models in other states and estimate the cost and budget savings from wider implementation of procurement and financing tools.
